The critical role of the insulating boom
An insulated EWP places the operator in a position where the insulating section of the boom may be the last barrier between them and a live conductor. Contamination, moisture ingress, surface tracking, internal degradation or damage to the insulating section can quietly erode that protection without any visible sign. This is why insulated units carry an electrical testing requirement over and above the mechanical inspection applied to standard EWPs.
Dielectric testing applies a controlled high voltage across the insulating section to confirm it withstands the design voltage without breakdown, while insulation resistance testing quantifies the boom's resistance. Together these verify that the unit's insulating category is intact and the crew is protected.

Mechanical inspection under AS 1418 and AS 2550
Electrical integrity is only half the picture. The same unit must satisfy the mechanical requirements of AS 1418.10 for design and AS 2550.10 for safe use, covering structural condition, boom and turret welds, pins and bushes, hydraulic systems and safety devices. Annual inspections confirm ongoing compliance and a major inspection is required at ten years and at defined intervals thereafter.

Utility fleets are highly dispersed, with vehicles based at depots and often kept with individual crews for extended periods. Vehicle loading cranes and materials handling
