Electrical Insulation Testing for Insulated EWPs

Insulated EWPs protect workers near live electrical apparatus, but only if their insulation is verified. This guide explains dielectric and electrical testing.

Insulated elevated work platforms allow line workers, arborists and utility crews to work near live electrical apparatus safely, but that safety rests entirely on the integrity of the machine's insulation. Insulation degrades with contamination, moisture, damage and age, and it cannot be assessed visually. Dielectric and electrical testing is the only way to confirm that an insulated EWP still provides the protection its design promises.

Why insulated EWPs are different

An insulated EWP is designed so that the boom, and often the platform liner and upper controls, form an electrical barrier between the worker at height and the ground path. If someone in the platform contacts a live conductor, the insulation limits the current that can flow, protecting the operator and preventing the machine from becoming a conductor to ground.

This protective function is built into the design under AS 1418.10, but unlike a structural member it can be compromised invisibly. Dirt, moisture ingress, surface tracking, cracks or contamination can create leakage paths that quietly defeat the insulation long before anything looks wrong. That is why these machines carry testing obligations that ordinary boom lifts do not.

What dielectric testing confirms

Dielectric testing applies a controlled high voltage across the insulating sections and measures the leakage current, confirming that the insulation withstands voltage without breaking down and that leakage stays within acceptable limits. It verifies the insulating boom section and, where fitted, the platform liner and upper boom insert.

The test is carried out to the machine's rated insulation category and must be performed by personnel competent in high-voltage testing, with proper isolation and safety controls. A machine that fails is withdrawn until the insulation is cleaned, dried, repaired or replaced and re-tested. Passing the test is a precondition for using the machine on or near live apparatus.

The wider electrical inspection

Insulation testing sits within a broader electrical inspection. On any EWP with electrical systems, portable equipment and connected appliances are tested and tagged under AS/NZS 3760, and construction and demolition electrical requirements under AS/NZS 3012 may apply on site. Protective devices, RCDs, bonding and earthing are all verified.

For insulated machines the combination matters: the dielectric barrier protects against the primary electrical hazard, while the general electrical inspection ensures the rest of the machine's electrical systems are safe and correctly protected. Both are needed for a machine to be genuinely fit for live work.
